Absolutely. If you don't have it, you will be writing with no focus and with no clear idea of what you want to achieve. The best way to rank in Google is to focus each article on one main keyword, and that is what I will provide you.
Does this gig includes the Blog post writing?
No, this service is for content planning and strategy, I will not write the post. You will have the blueprints to write them yourself or your writer.
How does the content plan look?
It will be a spreadsheet with the main keyword for each article, several SEO keywords to also be covered in the article, the title and headlines for the article and everything needed to start writing on it.

What is the difference between this and keyword research?
If you get a keyword research gig you will get ideas on keywords for articles, but no strategy to develop them. If you get this gig you will get a keyword and a full strategy on how to develop it on an article.
