É uma forma de aumentar a velocidade do seu chip além do que ele foi feito para suportar. Normalmente, as empresas definem um ponto ideal para o hardware delas, um padrão para enviar aos consumidores, e parte desse desempenho pode estar bloqueada. Então, overclock é só uma maneira de conseguir um pouco mais do que ele foi projetado para fazer. Por que fazer isso? Eu não recomendo que você faça, pois é uma etapa muito arriscada se você não souber o que está fazendo, podendo fazer você perder seu hardware. A menos que você tenha alguém para te ensinar. Como é seguro se você contratar alguém para fazer? Eu tenho feito overclock em GPUs e sistemas antigos e novos como hobby desde 2010. Então, dependendo da sua GPU ou CPU, podemos conseguir atingir um novo ponto ideal de desempenho, além do que ela originalmente oferece. Por favor, note que overclocking depende muito do silicon. Cada silicon é diferente, pode ser considerado uma questão de sorte.

Não recomendo fazer isso se ela for nova. Aproveite o desempenho, que já vem definido pelo padrão atual da indústria para consumidores. Recomendo fazer isso só se você estiver usando uma GPU de geração antiga que ainda não quer se desfazer.
Minha GPU é antiga, ainda dá pra fazer?
Com certeza! Não recomendo fazer isso em GPUs novas, mas as mais antigas ainda podem ter alguma sobra de desempenho para se adaptar às demandas atuais.
É seguro fazer overclock na minha CPU?
Desde que tomemos cuidado, sim, é. Mas isso não quer dizer que não existam precauções. É um procedimento delicado e que exige paciência.
Pago pelo serviço?
Você precisa pagar. Se você não tiver sorte com o silicon, não é desculpa para desperdiçar meu tempo. Overclocking é uma tarefa que leva tempo, pois exige testes de estresse para estabilidade e ajustes de configurações por períodos prolongados.
