● Create a culture of continuous improvement and review HR policies, systems and practices ensuring program compliance with all relevant local and international legislation. ● Design and implement capacity training and development programs for national staff, including performance development of existing HR team members. ● Lead the roll-out of HALO’s global staff survey on the program ● Advise on compensation strategy and appraisal process as needed ● Ownership of HR database – oversee its development and implementation ● Support the Donor Relations Manager and Program Management to draft budget proposals, set targets, and provide regular updates in support of donor and financial changes upon course start and completion. ● Direct and oversee Livelihood Development Officer to coordinate the development and implementation of core skills, capacity-building and vocational training opportunities linked to the Staff Livelihood Transition Strategy and the wider HALO Sri Lanka Program Strategy, in line with the National Mine Action Strategy. ● Support assessment of labor market absorption capacities in Northern Province in Sri Lanka. ● Identify and nurture partnerships with local businesses and institutions for vocational training, labor market analyses, career planning, and the identification of potential courses and opportunities. ● Support longer term transition processes with the mine action sector, National Mine Action Centre and relevant Sri Lankan government departments, including legal compliance, sector-wide agreements, monitoring and evaluation, and national processes. ● Responsible for ensuring that targets are met and within budget according to contract requirements. ● Manage the programmer’s safeguarding policies, processes, and practices together with Safeguarding Officers, including ensuring compliance with HALO’s global safeguarding policy ● Lead on or support safeguarding investigations and ensure timely reporting and record-keeping
